Use the remaning clean soapy water to slide on twisting and pushing as it slides on. When installing, less water dries quicker (minutes), but even a liberal amount will eventually dry out after some hrs.

As the title says; either use a little bit of rubbing alcohol, a little soapy water, or pressurized air from an air compressor or similar to ease getting them on. I wouldn't put them on except as a quick fix for something that hais a pair of twist shifters, but for that purpose they do just fine.
