I purchased 2 Milwaukee 8.0 batteries that the seller described them as brand new from a kit. Brand new batteries do not come fully charged, and ones out of kits do not come packaged. I received 2 repackaged, fully charged (not unused), cosmetically new appearing batteries.

One battery worked and one did not. It also wouldn't charge. I found video showing how to jump the battery to get it to charge. Luckily it worked. You definitely shouldn't have to do that on a brand new product.
