The seller was apologetic and forthright in addressing what they perceived as a scam. To be fair I was tempted to do the same. He acknowledged acting hastily in canceling and reposting the item and should have communicated directly with the buyer confirmed by EBay. Seller offered to remedy at the previous purchase price.
Refund was processed immediately upon cancellation hence my score on dispatch. Though the item was never shipped the postage price was very reasonable for a item of this type.

Once bidding and listing was complete I immediately received a message from a scam account that had a similar name to the buyer (I thought scam account was real Buyer). The message said he wanted to change the shipping address and name due to his father being ill. I had a bad feeling about this so I cancelled order due to shipping address and buyer got full refund. I replied to scam account with the following-
“I am unable to ship to an address that differs from the one originally listed.”
